Mr. Frost led this project for the Government of Ontario. The study was undertaken in two phases. The first phase profiled the marine industry in Ontario, including carriers, commodities and ports. It also assessed the Economic Impact of the industry. Phase II examined Issues and Challenges, as well as a number of potential new shipping operations. Mr. Frost managed the entire project, which was undertaken with four other companies. He prepared major sections of the report, including the carrier section of Phase I, the section on the coasting trade and duty, as well as part of the feasibility analysis relating to potential new shipping services in Phase II. One recommendation was that the 25% duty be removed from ships imported from abroad. This helped convince the Ontario government to lobby for its removal, which took effect in early 2011.
